Does Pebble need an account?

No. Your locations live on your iPhone and sync through your own iCloud.

Does it work without internet?

Distance and direction do. The map tiles need a connection, but the compass back to your pin does not.

Why does Pebble ask for location access?

Only to know where you are when you save a pin and to point you back to it. Location is never sent anywhere.

Can I delete my locations?

Yes. Deleting a pin removes it everywhere, including iCloud.
